Moreton Bay Regional Council—Management and Land Tenure Comparative Research Project

With the recent Council amalgamations, Moreton Bay Regional Council required assistance to combine policies and protocols from three former Councils – Caboolture, Pine Rivers and Redcliffe. One of the areas where the policies of the former councils were most diverse is in the management and maintenance of sporting facilities.

This paper researched the range of sporting club maintenance and management models currently in operation across councils in Australia with similar attributes as Moreton Bay Regional Council. Additionally, sample assessments of sporting fields and buildings (associated with sporting fields) were conducted. These assessments helped to ascertain the impact of the various models on the quality of facility provision.

ROSS Planning encouraged Council to look to any opportunity to decrease the maintenance burden on club volunteers, to free up their time to direct their efforts toward ensuring quality club governance, developing marketing and promotion practices and seeking sponsorship and grants. Ultimately, this may result in stronger more vibrant sporting groups for Council.

Logan City Council—Preparation of grant application 2009

ROSS Planning developed a successful funding application to the Queensland Government’s Major Facilities Program on behalf of Logan City Council to construct a new sporting complex within the grounds of Griffith University (Logan Campus).

The project’s total budget was $3million and included construction of sporting fields (including lighting), a large clubhouse, and ancillary facilities such as amenities and car parking.

In addition, ROSS Planning facilitated the processes involved in developing the required tenancy agreements between Logan City Council, Griffith University and the proposed tenant sporting club (rugby union).
